    Overcoming the past and shaping the future: The quest for relevance in teaching and researching public administration in Africa

    The status of teaching and research on public administration in Africa countries, in many respects, remains a vestige of the colonial era and this is reflected in the epistemologies that underpin the design of the curricula and pedagogies adopted. They have been further shaped by the injunctions of neoliberalism and conditionalities of donor aid which promote normative northern models of public administration. Recognising this reality African scholars and others have, for some time, advocated for transformative models of policy formulation and governance which more accurately reflect African contexts. Commencing with an analysis of the historical factors that shaped state formation and administrative practices in post-colonial Africa, this article broadly examines how public policy and governance are taught and researched in African institutions

    Reconsidering the origins of protest in South Africa: some lessons from Cape Town and Pietermaritzburg

    Protest politics in South Africa has a long history and has been deployed differentially in different historical moments. Whereas protests formed an important vehicle during the fight against apartheid, their rebirth and propulsion to the centre of the struggles in the post-apartheid dispensation have come as a surprise to many. A majority of these protests, so-called ‘service delivery protests’, are reported as emanating from communities’ dissatisfaction with municipal service delivery as well as problems relating to lack of communication between council and councillors on the one hand and citizens on the other. In this article, we interrogate data from five study sites located in Cape Town and Pietermaritzburg. While we found support for the importance of service delivery, our data contradicts many widely held assertions as regards what causes these protests. We were able to show, for example, that these so-called ‘service delivery protests’ may actually emanate from reasons that extend beyond service delivery. Since our data indicates that levels of participation in Cape Town are higher than in Pietermaritzburg on the one hand, illustrating perhaps the different provincial contexts, there is also variation between the relatively high participation rates of the ‘black African’ sites of Langa and Khayelitsha, on the one hand, and the lower rates of the ‘coloured’ site of Bonteheuwel, on the other, which we ascribe to the disengagement of the community in Cape Town, from both local and national politics.Department of HE and Training approved lis

    Net generation or Digital Natives: Is there a distinct new generation entering university?

    This article reports key findings from the first phase of a research project investigating Net generation age students as they encounter e-learning at five universities in England. We take a critical view of the idea of a distinct generation which has been described using various terms including Net generation and Digital Natives and explore age related differences amongst first year university students. The article draws on evidence from a survey of first year undergraduates studying a range of pure and applied subjects. Overall we found a complex picture amongst first-year students with the sample population appearing to be a collection of minorities. These included a small minority that made little use of some technologies and larger minorities that made extensive use of new technologies. Often the use of new technology was in ways that did not fully correspond with the expectations that arise from the Net generation and Digital Natives theses. The article concludes that whilst there are strong age related variations amongst the sample it is far to simplistic to describe young first-year students born after 1983 as a single generation. The authors find that the generation is not homogenous in its use and appreciation of new technologies and that there are significant variations amongst students that lie within the Net generation age band

    The Democratic Developmental State: North-South Perspectives

    The concept of a democratic developmental state is part of the current development discourse advocated by international aid agencies, deliberated on by academics, and embraced by policymakers in many emerging economies in the global South. What is noticeable in this discourse is how little attention has been paid to a discussion of the essence of a democratic developmental state, and much of what passes for theory is little more than policy-speak and political rhetoric.This volume fills a gap in the literature on the democratic developmental state. Analyzing the different approaches to the implementation of democratic developmental states in various countries, it evaluates the extent to which these are merely replicating the central tenets of the East Asian model of the developmental state or if they are succeeding in their attempts to establish a new and more inclusive conceptualization of the state. In particular, the authors scrutinize to what degree the attempts to build a democratic developmental state may be distorted by the imperatives of neoliberalism.     An exploration of the concept of community and its impact on participatory governance policy and service delivery in poor areas of Cape Town, South Africa

    The inclusion of citizen participation as a means to the equitable delivery of public services has distinguished South Africa’s democratic development trajectory over the last 20 years. While equitable resource allocation remains high on the agenda of more recently democratised states, most of which have highly diverse and unequally resourced populations. Influencing the design of more inclusive participation is the notion of a universal citizenship that applies the concept of the equality of individuals to the needs, identities and sense of agency of citizens both between and within states. The liberal democratic theoretical conceptualisation of the individual centres on the notion of universal citizen, who is the recipient and embodiment of democracy through the rights bestowed through the democratic model. This conceptualisation has been criticised for its inability to deal with the imprecision of individual and collective political identities, especially as these evolve in newly democratic contexts. The construction of a single identity citizen living in communities imbued with homogenous characteristics is carried forward into the policy construction of participatory governance. This article explores and challenges the notion of the single identity citizen that belongs to one homogenous community that can be identified and drawn into formally constructed government spaces.     A universal basic income in the superstar (digital) economy

    This paper argues that the structural logic of the digital economy is to widen inequality, not only through its increasing automation of jobs but also in its efficiency in delivering ever greater profits to a smaller number of already-enriched organisations and individuals. Remedial actions that might be taken to mitigate the effects of some of the digital economy’s structural flaws are interrogated here, with a particular focus on universal basic income (UBI) and stake-holding schemes. The paper considers whether the digital economy’s inherent problems are of such magnitude that some sort of financial support for workers to buttress long periods of idleness, or to enable them to take risks in increasingly volatile and unstable global markets, is both desirable and politically feasible

    This article discusses the contribution of critical political economy approaches to digital journalism studies and argues that these offer important correctives to celebratory perspectives. The first part offers a review and critique of influential claims arising from self-styled new studies of convergence culture, media and creative industries. The second part discusses the contribution of critical political economy in examining digital journalism and responding to celebrant claims. The final part reflects on problems of restrictive normativity and other limitations within media political economy perspectives and considers ways in which challenges might be addressed by more synthesising approaches. The paper proposes developing radical pluralist, media systems and comparative analysis, and advocates drawing on strengths in both political economy and culturalist traditions to map and evaluate practices across all sectors of digital journalism

    In an attempt to broaden the debate on prison reform in South Africa, this article reports on the findings of the investigation into the status of governance in selected prisons around the country. The study. which set out to identify instances of good practice in the management of prisons, was conducted in five state prisons and in two private prisons during 2004 and 2005. The state prisons were selected from a list of institutions designated 'Centres of Excellence' by the Department of Correctional Services (DCS). Although the management regimens in the two private prisons evidenced numerous instances of sound management practice (to be discussed below), the research, as a whole, was oriented to the governance of state prisons. Before proceeding to a discussion of this research, however, it is of value to briefly comment on some of the generic challenges to good governance faced by prisons worldwide
